'WASHINGTON, June 25: On the eve of Secretary of State Mike Pompeo’s visit to New Delhi, a top US lawmaker has asked him to convey to the Indian government a “predictable, coherent and consistent” strategy that will help the bilateral relationship reach its full potential, insisting that the strength of ties cannot be boiled down to trade deficits and tariffs.Congressman Eliot L Engel, Chairman of House Committee on Foreign Affairs, in a letter to Pompeo on Monday said the Trump administration’s policies have not only failed to advance the US objectives, but have also introduced significant friction in its partnership with New Delhi. “I am deeply concerned by the inconsistencies between the administration’s rhetoric and actions toward India, which are further exacerbated by the lack of a confirmed assistant secretary more than two years into this administration’s term,” Engel said in his letter.He said tensions have increased over each side’s tariff policies, starting with the US tariffs on steel and aluminum.There is a growing view that the administration is attempting to coerce India into complying with the US demands on a variety of issues, rather than negotiating with them as a strategic partner, Engel said. “The threats to strip India of its privileges under the Generalized System of Preferences in the middle of the country’s general election has furthered the notion that the administration sees the India relationship as a transactional one. “And the decision to end waivers related to the US sanctions on Iran could alienate India when we need to be working with our partners to prevent destabilising Iranian activities,” he said.The United States in May ended exemptions it had given to eight governments, including India, from its unilateral order to stop buying Iranian oil.The trade concerns are real, and the United States must continue to work with the Indian government on market access and other important issues like international child abduction and human rights, Engel said. “But the administration must also demonstrate a predictable, coherent, and consistent strategy that strengthens the US-India cooperation, especially in areas where our interests and values align.It’s critical that American engagement support those in India who seek to further strengthen India’s ties to the United States,” he said.The measure and strength of bilateral relationships, he argued, cannot be boiled down to trade deficits and tariffs.India raised tariffs on as many as 28 American products, including almonds and walnuts, on June 16 in response to higher duties imposed by the US on products including steel and aluminum.The Trump administration on June 1 terminated India’s designation as a beneficiary developing nation under the key GSP trade programme.The Generalized System of Preference (GSP) is the largest and oldest US trade preference programme and is designed to promote economic development by allowing duty-free entry for thousands of products from designated beneficiary countries.India was the largest beneficiary of the GSP programme in 2017 with duty free status being given to USD 5.7 billion worth of imports into the US.The inconsistent US approach toward India risks setting back the strategic partnership that the two countries have worked for decades to cultivate, Engel added. “I urge you to use your visit to not only reaffirm and strengthen the US-India strategic partnership, but also convey a coherent set of objectives and predictability to the new Indian government that will help this relationship reach its full potential,” Engel said. Why did the Pak army chief change his ISI head?

Harsha Kakar General Bajwa took over as the Pak army chief around the same time as General Bipin Rawat did in India.I wrote an Article in Jan 17 comparing both service chiefs, their difference in roles and responsibilities.

roles and responsibilities.I had stated in this Article that General Bajwa has the authority to appoint all heads of military organizations including the ISI, which is officially under the Prime Minister but realistically functions under the army.In contrast Indian RAW and other intelligence agencies are under the government.A Pak army thinktank, TACSTRAT (whose webpage is now closed), countered my Article stating that the ISI functions under the Prime Minister and he appoints its head, though he consults the army chief.The truth was out last week, when General Bajwa, without any reference to his puppet PM, Imran Khan, announced the appointment of Lt General Faiz Hameed as its ISI head, the third ISI Director General during his tenure as the army chief.In Pakistan, after the army chief, the second most powerful individual in the country is the DG ISI.Post taking over as the ISI chief, Hameed made his courtesy call to Imran, his supposed boss.While whoever may be the head of the ISI should be of no concern to India, this appointment has been done due to the changing internal environment in Pak, which should be of interest to India.Hameed’s previous experience in the ISI has not been handling militancy in Kashmir, Afghanistan or Iran, rather towards handling internal dissidence.Hence, the appointment needs to be looked at differently.The fact that he and the army chief are from the same Baluch regiment and possibly would have served under him when he was the corps commander, implies that there is a good understanding between them.In his earlier tenure in the ISI he headed its Counter-Intelligence wing and that was the time when Bajwa banked on him immensely.His engineering of the protest by the Tehreek-e-Labbaik Pakistan (TLP) in favour of Imran’s PTI and against the ruling PML (N), changed the nation’s political landscape.He employed a policy of baiting, using and subsequently discarding Bhutto’s PPP ensuring victory for Imran Khan in the assembly and senate elections.This is still being repented by the PPP.He was the individual who exploited the previous Chief Justice of Pakistan, TLP and the Dam fund to secure the release of Asiya Bibi and thus won concessions from the European Union.Even Pompeo, the US secretary of state recently appreciated this act.This was Hameed’s masterstroke.In this present day, internal matters within Pak are more important to the army chief than handling external aspects.Pak needs to be careful on pushing terrorists into Kashmir as also on employing them to launch any large-scale attacks on security forces in India.It is aware that Indian response would be stronger and more devastating each time, especially with Modi having come back with an enlarged majority.The truth of casualties in Balakote are fresh in the minds of the Pak military leadership.Hence, its airspace remains closed.Simultaneously, Kashmir is slowly becoming self-sustaining in terrorism, requiring only moral and financial support, which could be handled by hawala and other means.The Governor of J& K, Satya Pal Malik, stated a few days ago that infiltration has drastically reduced in the past few months.There are also reports of Pak closing camps close to the LoC.Whether this is on account of pressure from FATA needs to be seen.Despite all this, attacks on Indian forces continue.The rise in casualties in the last fortnight is an indicator.Hence, for the moment, Kashmir would not be a top priority for Bajwa.The Taliban operating in Afghanistan are being relocated in FATA, against which the Pashtun Tahafuz Movement (PTM) is agitating.Hence, the recent attack on their peaceful protests and arrest of their senate representatives.With the arrival of the Taliban back in FATA there would be increased pressure on the local Pashtuns including targeted elimination of their leaders.The Taliban have begun gaining international importance with their talks with China and Russia.While peace talks with the US linger on, there is no need for extra emphasis on them, other than ensuring their relocation.The internal challenges facing the Pak army in the coming days include subduing the PTM, ensuring victory for selected candidates in elections in FATA due on 20th Jul, thus giving it freedom of action to relocate the Taliban, controlling the rising insurgency in Baluchistan by affecting defections and ensuring action against Justice Isa to prevent him from becoming the Chief Justice of Pak in 2023.Justice Isa has been strong in his opinion of the army interfering in Pak’s internal politics.Thus, if he becomes the Chief Justice, there would be restrictions on the freedom which the army enjoys.Hence, he needs to be removed even by invoking false cases, as was done for Nawaz Sharif.Simultaneously, there is intense support for him from various Bar Associations in the country, which would need to be curtailed.Here is where manipulation by Hameed will be at its best.Thus, Bajwa needs someone he can trust completely to deliver.Hameed’s tasking would be towards handling internal issues, rather than external.The rapport between Bajwa and Hameed has even been publicly acknowledged by the TLP chief, Khadim Rizvi and the DG ISPR, General Ghafoor.More importantly, Bajwa retires in Nov this year.He would want to leave behind an improved image of the Pak army.If he desires an extension, the internal pressure game would be played by Hameed.On the other hand, if he desires to move to Saudi and replace his predecessor, Raheel Sharif, even then Hameed would play a role.His appointment at this stage would ensure continuity of the internal Bajwa doctrine even after his retirement, ensuring his legacy is maintained.Clearly for Bajwa, the game is now concentrating internally than externally.Hamid’s appointment comes at a crucial time, not for external dynamics, but for handling internal dissidence and rising anti-army movements in Wazirabad, Khyber Pakhtunkhwa and Baluchistan.For India, there is unlikely to be any major impact on his appointment as the DG ISI.Pak’s support to Kashmir may remain as it is as current, without much increase in infiltration. The approved ANDA is therapeutically equivalent to the reference listed drug (RLD), Tamiflu Capsules, 30 mg (base), 45 mg (base) and 75 mg (base), of Hoffman-La Roche, Inc.Oseltamivir Phosphate Capsules USP are indicated for the treatment of acute, uncomplicated illness due to influenza A and B infection in patients 2 weeks of age and older who have been symptomatic for no more than 48 hours.It is also indicated for the prophylaxis of influenza A and B in patients 1 year and older.Oseltamivir Phosphate Capsules has an estimated market size of US$ 647 million for twelve months ending December 2018 according to IQVIA.Alembic now has a total of 97 ANDA approvals (85 final approvals and 12 tentative approvals) from USFDA. 'UNITED NATIONS, June 25: Thousands of suspected foreign ISIL terrorist fighters and their families who are being held in detention in Syria and Iraq, must be treated fairly by their captors and taken back by their home countries, the UN High Commissioner for Human Rights has said.In an address to Member States on Monday marking the start of the Human Rights Council’s 41st session in Geneva, Michelle Bachelet explained that more than 55,000 men, women and children have been rounded up since the fall of the self-styled “Caliphate” in the spring. “While the majority of these individuals are Syrian or Iraqi, they also include alleged foreign fighters from nearly 50 countries,” Ms.Bachelet said, noting that at least 11,000 suspected family members of foreign ISIL fighters ? or Dae’sh, as the group is known in the Arab world – are still being held at Al Hol camp in north-eastern Syria, “in deeply sub-standard conditions”. Citing estimates by UN Children’s Fund, UNICEF, that there are 29,000 children of foreign fighters in Syria, the High Commissioner added that two-thirds of them originally came from Iraq and most were not even 12 years old.Thousands more children have been born to foreign families during the years of conflict, she noted, before appealing to States to give them nationality, or else risk fuelling a “narrative of grievance and revenge”. In Iraq, “well over” 150 men and women have been sentenced to death under anti-terror laws after trials where due process guarantees were not provided, Ms.Bachelet stressed, before insisting that States of origin “should make all efforts to ensure that they will be treated in accordance with international law”. “Children, in particular, have suffered grievous violations of their rights including those who may have been indoctrinated or recruited by ISIL to perpetrate violent acts,” Ms Bachelet insisted, before the 47-Member Council. “The primary consideration must be their rehabilitation, protection and best interests.” According to a report published by the Office of the High Commissioner last year for the United Nations Counter-Terrorism Implementation Task Force, more than 40,000 people from 110 countries are estimated to have joined ISIL by October 2017, while at least 5,600 had also returned home.Highlighting that family members were being detained “although they are not being held for prosecution”, Ms Bachelet said that many also risked “revenge attacks” and were “unwanted” by their former communities.Despite the complex challenges involved in repatriating these families amid concerns that they pose a potential terror risk, stripping them of their nationality so that they can never return home “is never an acceptable option”, she maintained.Moreover, doing the same to children “who have already suffered so much is an act of irresponsible cruelty”, the High Commissioner insisted, adding that stateless children often get no education, health care access “or other basic elements of dignity”. To date, “a few” countries have attempted to repatriate some foreign nationals, Ms.Bachelet said, in reference to the French grandparents of children being held in Syria or Iraq.More Member States could tackle the issue of foreign fighters and their families in line with technical advice prepared by the High Commissioner’s office (OHCHR), she said, before urging them to work with Syrian and Iraqi authorities to address urgent humanitarian needs.Over the next three weeks, as in previous sessions, the Human Rights Council is set to examine some 100 reports by UN-appointed independent rights experts and committees.There will also be dialogues on the human rights situations in the Democratic Republic of the Congo, Myanmar and Sudan, along with a detailed update on Friday 5 July, by the High Commissioner on her recent official visit to Venezuela.Many other human rights themes are also on the table, including women’s enjoyment of their rights in the context of work, old age and climate change; targeted surveillance and the private surveillance industry; mental health; and other essential areas of political, civil, economic, social and cultural rights.Interested in how the Human Rights Council works, and how countries get elected to the body?Here’s our explainer from last October. 'NEW DELHI, June 25: SpiceJet on Tuesday announced that it will start eight new daily international flights from Mumbai and Delhi in July. “SpiceJet will service Mumbai-Riyadh-Mumbai, Mumbai-Dhaka-Mumbai, Delhi-Dhaka-Delhi and Delhi-Jeddah-Delhi routes with daily non-stop flights,” the airline said in a statement.It said it will deploy its 168-seater Boeing 737-800 aircraft on all aforesaid routes. “The airline is the first Indian LCC to connect Mumbai with Riyadh and Dhaka and Delhi with Dhaka and Jeddah,” the low-cost carrier said. “Riyadh, the capital city of Saudi Arabia, earmarks SpiceJet’s 10th international destination and the fourth station in the Middle Eastern market,” it added.Riyadh, the capital and largest city of Saudi Arabia, is also the country’s key business centre and financial hub.The flights on Mumbai-Dhaka-Mumbai route and Mumbai-Riyadh-Mumbai route will start from July 25 and August 15, respectively.On Delhi-Dhaka-Delhi route and Delhi-Jeddah-Delhi route, the daily flights will begin from July 31, said the airline.Ajay Singh, the chairman and managing director of SpiceJet, said, “SpiceJet is the only Indian budget airline to operate to Saudi Arabia and our new flights to Riyadh and Jeddah should greatly benefit the thousands of pilgrims travelling from India.” (PTI) . According to the complaint, the alleged incident took place in the wee hours of April 24 when Salman Khan was riding a bicycle escorted by two body-guards.Pandey said he was riding in a car, and after spotting the actor — known to be a bicycle enthusiast — started recording a video after seeking consent of Khan’s bodyguards.The actor, however, got enraged, and his bodyguards allegedly came to the car and started thrashing Pandey, the application said.Khan too assaulted him and snatched away his mobile phone, Pandey alleged.The trio threatened him with dire consequences, the complaint said.He approached the court because police disposed of his complaint saying that no crime was made out, the journalist alleged.The application, seeking registration of FIR and probe, will be heard by the magistrate on July 12. 'NEW DELHI: The Ministry of Health and Family Welfare is implementing a Centrally sponsored scheme—“Up-gradation of existing State Government and Central Government Medical colleges to increase PG seats”, the Rajya Sabha was informed on Tuesday.The funding pattern is 90:10 by Central and state governments respectively for North Eastern states and Special category states and 60:40 for other states with the upper ceiling cost pegged at Rs.1.20 crore per seat, said Minister of State for Health and Family Welfare Ashwini Kumar Choubey in a written reply here.Seventy two government medical colleges in 21 states, UTs have been approved for increasing 4058 new PG seats under the Phase-I of the scheme and five Government medical colleges have been approved in three states for increasing 98 new PG seats under the Phase-II of the scheme till date.Further, under section 10A of the IMC Act, 1956 applications were received for starting, increasing of PG courses, seats for the academic session 2019-20 and a total of 2153 new PG seats have been permitted, he added.The Union Government has approved 22 new AIIMS in the country.Six AIIMS at Patna (Bihar), Raipur (Chhattisgarh), Bhopal (Madhya Pradesh), Bhubaneswar (Orissa), Jodhpur (Rajasthan) and Rishikesh (Uttarakhand) are functional. 'NEW DELHI: National Conference Member Hasnain Masoodi on Tuesday called for a meaningful dialogue to resolve the Jammu and Kashmir issue and demanded that Assembly elections be conducted in the state at the earliest. “There should be a roadmap to tackle the Jammu and Kashmir issue.There was talk about ‘Jamhuriat’ (democracy), but the state of Jammu and Kashmir was being deprived of the festival of democracy,” the Anantnag member said in the Lok Sabha during the debate on Motion of Thanks on President’s address to the Joint Sitting of Parliament.There was a need for a government which is accountable, he said, during the debate which was initiated on Monday by first-timer BJP lawmaker Pratap Chandra Sarangi.There was no reason or opportunity for President’s Rule, Mr Masoodi said, adding that Assembly elections were being postponed without any reason.He said there was talk about delimitation, and “the idea of delimitation is being put forth as the reason for not conducting polls”. 'NEW DELHI: A total of 155 members and sympathisers of banned terrorist organisation Islamic State (IS) have been arrested in the country so far, the Home Ministry said Tuesday.Some instances of individuals from different states joining the IS have also come to the notice of central and state security agencies, it said.The National Investigation Agency (NIA) and the state police forces have registered cases against IS members and sympathisers, and have arrested 155 accused from across the country so far, Minister of State for Home Affairs G Kishan Reddy said in a written reply to Lok Sabha.The Islamic State (IS), the Islamic State of Iraq and Levant (ISIL), the Islamic State of Iraq and Syria (ISIS) or the Daesh has been notified as a terrorist organisation and included in the first schedule of the Unlawful Activities (Prevention) Act, 1967, by the central government. “The IS is using various internet-based social media platforms to propagate its ideology.Cyberspace is being closely watched in this regard by agencies concerned and action is taken as per the law,” Reddy said.Coastal states and Union territories are advised to regularly enhance surveillance and patrolling along the coastline, in view of the threat perception, he said. 'NEW DELHI: Over 84,000 posts out of the sanctioned strength of 9,99,795 are lying vacant in the Central Armed Police Forces, the government said Tuesday, adding “expeditious” steps have been taken to fill them.The Central Armed Police Forces (CAPFs) comprise the Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF), Sashastra Seema Bal (SSB), Indo-Tibetan Border Police (ITBP) and Assam Rifles (AR). “In a written reply to Lok Sabha, the Home Ministry said vacancies keep arising in the forces due to retirement, voluntary retirement and death,” the Centre said. “On an average, 10 per cent of vacancies in different grades arise every year and there exists a well established procedure to fill up these vacancies.Currently, there are 84,037 vacancies,” it said.The government has taken expeditious steps to fill up the vacancies in Central Armed Police Forces (CAPFs), including the posts created, the Home Ministry said, adding it is a continuous process.In the year 2017, 57,268 vacancies of constable (general duty-GD) for the recruitment cycle 2015-16 were filled through recruitment by Staff Selection Commission (SSC). For the recruitment year 2018, 58,373 vacancies of constable (GD) were notified for which computer based written examination was conducted by the SSC.Similarly, in respect of other ranks, 1,094 vacancies of Sub-Inspector (GD) for the year 2018 were reported to SSC and it has since declared the result, the Home Ministry said.For Assistant Commandant (GD), written examination for 466 vacancies for the year 2018 was conducted by the Union Public Service Commission (UPSC) and the result has since been declared, it said.A total of 1,412 candidates have been shortlisted for interview or personality test.A notification for Assistant Commandant (GD) Exam, 2019 has since been published for filling up of 323 vacancies, the ministry added.
